The Japanese government developed Strategic Roadmap for
Hydrogen and Fuel Cells in 2014, which has been revised twice since
then. Japan plans to narrow the price gap between hydrogen fuel cell
vehicles and hybrids to JPY 700,000 by around 2025. The Japanese
government is using the Tokyo Olympics as an important opportunity to
promote the realization of a hydrogen society, and sponsor Toyota Motor
Corporation plans to provide about 500 hydrogen fuel cell vehicles as official vehicles.
In 2019, the South Korean government announced Hydrogen Economy Roadmap for Korea with
the goal of “leading the development of the global hydrogen fuel cell vehicle and fuel cell market”.
According to the plan, by 2025, South Korea will create a production system with an annual production of
100,000 hydrogen fuel cell vehicles; by 2040, the cumulative production of hydrogen fuel cell vehicles
will increase to 6.2 million units, and the number of hydrogen fuel cell vehicle charging stations will
increase to 1,200, creating an annual added value of KRW 43 trillion and 420,000 jobs.
Malaysia launched Hydrogen Energy Roadmap in 2005, and in 2019, Malaysia's first hydrogen fuel
cell bus was put into trial operation. PETRONAS is seeking capital and expertise to advance the
hydrogen energy development process, including through memoranda of understanding.
China has not yet issued a special policy on hydrogen energy at the national level, but the Energy
Technology Innovation Plan of Action (2016-2030) and Made in China 2025 - Energy Equipment
Implementation Plan introduced in 2016 have raised the development of hydrogen energy industry to a
national strategic level. In 2020, hydrogen energy was included in China's 14th Five-Year Plan for 59
renewable energy development.
